New abilities are unlocked at level 1, but they are capped the same. From common to uncommon "MAX fusion" means that the new level caps should be at 50.

The short answer: Yes, unless you do not have a Rare pet with H/MH or MH/H yet. The longer answer: If you do not have a Rare pet with H/MH or MH/H, then open eggs until you find one of those. Once you have one of those (disregard the last ability), you can start maxing that (until max Rare, no further**!**).

The pet on the left and its stats will be retained while fusing, while the other will be consumed and disappear from the Pet Yard. It is best to max both pet's stats before fusing, otherwise it will have a lower stat cap once fused. Fusing will give a random pet of the next rarity level. Pets are your friends that can follow you throughout your adventures in the Realm. They have abilities that can help the player out in combat, but they do not have a hitbox (so they can't defend you from enemy attacks) and don't have health points.
They are obtained from Pet Eggs, which can drop from various enemies throughout.

Fusing two pets will carry over the abilities of the chosen pet (placed on the left) and ignore the abilities of the second. For each rarity level, there is a maximum level that an ability can reach. Higher levels can mean higher frequency of the ability's use, greater effectiveness, and more power.

Fusing Once your pets are maxed to your desire, you are ready to fuse them. Open up the pet feeding/fusing interface in the manner described above. Click on the "Fuse" tab on the lower-right side of the interface. Select the pet you want to keep in the same way you would select them for feeding.

What is happening here is that the additional fp required to max the second ability here was also applied towards the third ability, so the end result is that the 90/90/* pet here ends up ahead of the 90/90/* pet created by maxing before fusing. By maxing the Rare pets' second abilities before fusing, the third ability ends up lagging behind.
